Taxes
Since 2002 the County taxes have increased by 32%, it is my objective to hold the line on taxes and implement strategies to reduce the tax burden on households.
This can be accomplished by looking at areas that can be reorganized at the county. It may require some changes in services, reductions in staff and finding areas of efficiency.
It is imperative that Scott County find ways to develop its economic base. We need to develop more industrial and manufacturing based businesses.
Consolidation of services between all levels of government must be considered.
Transportation
The road systems in the Prior Lake/ Shakopee area must have more debate and a better long term plan.
County road 21 is planned to soon intersect with Cty Rd 18. This intersection will bring many more cars per day on an already heavily taxed road system. No plan has been put into place to deal with the heavy congestion already being experienced on this road.
In 2002 the county proposed redesigning Cty Rd 12 in Prior Lake. After much discussion and to the consternation of the local residents this project was approved and started. It has taken 6 years to get two sections of this road complete. The county should not have proposed doing this project if it was not going to finish it in a timely manner. To many residents lives have been negatively affected by this lack of financial planning and lack of consideration for our residents.
Families and Children
I am committed to protecting our children from unnecessary dangers. It is my goal to support Project Protect and a social host ordinance at the county level. The goal of project protect is to have policies and procedures in place (background checks) within all businesses or organizations providing services to children in Scott County. The idea is to deter any known pedophiles from having access at any level to our children. Through this program education would be available to children and parents on the appropriate behaviors of any adult with a child.
Protecting and Creating Recreational Activities
Chad believes that it is important to preserve the recreational activities that all residents of Prior Lake and Shakopee have come to enjoy. Chad feels that the rights of residents to enjoy snowmobile trails, the ability to ice fish, enjoy open spaces and to create new spaces for us to enjoy is necessary and adds to our quality of life.
Chad is committed to preserving snowmobile trails that allow snowmobilers access to the lakes and are not disruptive to our quality of life.
Chad has worked to find a balance between the right of fisherman to ice fish on Prior Lake while respecting lakeshore owners property rights.
Chad would like to see the start of development of Spring Lake regional Park. This property has been owned since 1969. It is time to add amenities that citizens can enjoy. No more park land should be purchased without a plan for developing existing property.
